As the federal government increasingly shifts its responsibilities and the burden of regulation to the states, an understanding of what is happening in state government and how the system works becomes critically important. Issues such as public financing and taxation, the provision of health and social services, and telecommunications regulation are debated, and ultimately decided, in state capitals.
